San Jose has no city ordinance specifically regulating residential inflatable holiday displays. Size, height, and motor noise are not restricted by the municipal code. Generic enforcement levers include the noise ordinance (SJMC 6.20) for blower motors that run after 10 p.m., the nuisance code (SJMC 17.20) for displays that obstruct sidewalks or sight lines, and HOA CC&Rs which often cap height or require deflation overnight.
The municipal code does not list inflatable displays among regulated signs or structures, and SJMC 20.120 expressly exempts residential holiday decorations from the sign code. Practically, San Jose homeowners run inflatable snowmen, Santas, pumpkins, and similar displays without permits. The constraints come from generally applicable laws: blower motors that hum overnight can be cited under the noise ordinance (SJMC 6.20) if measured above 55 dBA at the property line between 10 p.m. and 7 a.m.; inflatables placed in the front-yard setback that obstruct driver sight lines at corner lots can be cited under SJMC 13.04 (right-of-way) as a sight-distance hazard; and displays on the public sidewalk or planter strip without an encroachment permit can be removed by Public Works. HOA communities typically cap inflatables at 8-12 feet, prohibit overnight operation, and require deflation outside the holiday season. The city has no comparable cap.
There are no inflatable-specific violations. Noise complaints under SJMC 6.20 carry $100 administrative citations for first offenses. Right-of-way obstruction in the sidewalk or planter strip is handled by Public Works through removal and a $50-$200 administrative citation under SJMC 13.04. HOA enforcement is separate from city action.
