Clients-by-appointment services (therapy, tutoring, lessons) are widely allowed.
Operating without permit: $250-$1,000 first offense, escalating to $2,500 for repeat violations within 12 months. Zoning violation can trigger stop-use orders. Unreported income tax consequences separate from zoning penalties.
