Chapter 155 (Zoning) treats home occupations as a regulated accessory use of a residential property. The business must remain clearly secondary to the residential use, generate no offensive noise, odor, smoke, or vibration, and not change the residential character of the property. Customer visits and outside employees are limited; the permit may include specific conditions tailored to the type of business. Permits are reviewed by the Planning Department; appeals go to the Planning Commission.
Operating without a Home Occupation Permit or in violation of permit conditions is a zoning misdemeanor under Sec. 10.99 β up to $1,000 fine and 90 days in jail. Repeat violations can result in permit revocation.
