In unincorporated Lassen County, home occupations are regulated under Title 18 (Zoning), Chapter 18.102 - General Provisions and Exceptions. A home occupation must be incidental and subordinate to the residential use, conducted entirely within an enclosed building (except certain instructional activities), and must not change the exterior residential character of the dwelling or accessory buildings.
Lassen County Code Chapter 18.102 sets general provisions that apply across zoning districts, including residential zones such as R-1 Single-Family Residential, A-1 General Agricultural, and A-2 Agricultural Residential. A home occupation must be incidental and subordinate to the principal residential use of the site. The activity shall take place entirely within an enclosed building, except for instructional activities whose nature requires they be performed outdoors. The home occupation must not change the exterior residential character of the dwelling or accessory buildings, and there shall be no outdoor processing, storage, or repair of materials or equipment except as conditionally approved with a use permit. Display of home-occupation products for sale visible from the public street or neighboring properties is prohibited. Noise from a home occupation shall not exceed the residential levels defined in the noise element of the general plan, and home occupations that generate sounds audible off-site are limited to the hours of 7:00 a.m. to 10:00 p.m. Employee allowances are tied to the use-permit level: with a Class I use permit, up to two full-time-equivalent employees (or up to four part-time) may be allowed in addition to residents.
Operating a home business that changes the home's residential character, uses outdoor storage without a use permit, generates off-site noise outside permitted hours, or exceeds employee limits violates Chapter 18.102 and can result in zoning code-enforcement action, abatement orders, and penalties from Planning and Building Services.
