In unincorporated Coconino County a home occupation is allowed in residential zones, but it needs an Administrative Permit from the Community Development Department and must stay incidental to living in the home. Flagstaff, Sedona, Page, and Williams run their own rules.
Coconino County's Zoning Ordinance (Section 3.5, Home Occupations) permits home occupations in residential zones with an Administrative Permit from the Community Development Department. The business must stay subordinate to residential use and may not alter the home's residential appearance through signs, exterior lighting, noise, or displays of equipment. It cannot generate pedestrian or vehicular traffic beyond what the district normally sees. An Arizona Department of Revenue TPT license is required if you make sales. Inside Flagstaff, Sedona, Page, Williams, and Fredonia, that city's ordinance applies instead of the county's.
Running a home occupation without the required Administrative Permit, or breaking its performance standards, is a county zoning violation that Community Development can cite and that risks denial or revocation of the permit.
