Honolulu's Stored Property Ordinance and Sidewalk Nuisance Ordinance authorize the city to remove unattended personal property and clear encampments from sidewalks, parks, and rights-of-way after 24 hours notice.
ROH Chapter 29 articles allow Department of Facility Maintenance crews to post 24-hour notice and remove personal property left on city sidewalks, parks, and roadsides. Removed items are stored for 30 days at a city warehouse where owners can reclaim them with identification. The Sidewalk Nuisance Ordinance separately addresses obstructions blocking pedestrian passage. Sweeps coordinate with the Honolulu Continuum of Care and the Institute for Human Services to offer shelter beds, mental health referrals, and storage alternatives before disposal.
Failing to retrieve stored property within 30 days results in disposal. Re-establishing an encampment in a cleared zone can support criminal trespass charges under HRS section 708-814.
