Under Nebraska Revised Statute §4-114, every public employer in the state plus any contractor or subcontractor awarded a public contract by a Nebraska political subdivision must register with and use the federal E-Verify system to verify employment authorization of newly hired workers. Lincoln applies §4-114 to city contracts and grants, and contractors must affirm enrollment when bidding. Private employers without public contracts are not required to participate, though many large Lincoln employers enroll voluntarily.
Contractors found non-compliant face contract termination, debarment from future Lincoln and state contracts, and clawback of paid funds under bidding affirmation provisions.
