Stockton's 2017 resolution declared the city a SAFE place for immigrants, directing police not to ask about immigration status during routine encounters and not to use city resources for federal civil immigration enforcement. California Senate Bill 54, the California Values Act, layered statewide rules in 2018 limiting ICE cooperation by local law enforcement, prohibiting most jail transfers to ICE, and barring deputizing local officers as immigration agents. The TRUST Act, AB 4, prevents most ICE detainer holds without a judicial warrant. Federal criminal investigations and certain serious-offender notifications remain permitted exceptions.
