LA County Ordinance 2017-0118 (Title 1.05) prohibits Sheriff and county departments from cooperating with federal civil immigration enforcement absent a judicial warrant. California SB-54 reinforces the limits statewide for all 88 cities and the county.
Ordinance 2017-0118, codified at Title 1.05 of the LA County Code, bars the Sheriff's Department and other county agencies from using personnel, funds, or facilities to enforce federal civil immigration law. Deputies cannot ask about immigration status during routine contact, honor ICE detainers without a judicial warrant, or share non-public information for civil enforcement. California SB-54 (the Values Act, 2017) imposes the same limits statewide. Together they apply across all unincorporated areas, the jail system, and contract cities served by LASD. Federal supremacy still requires honoring criminal warrants and judicial process.
County employees who breach Title 1.05 face administrative discipline up to termination. No civil penalties apply to residents β the ordinance binds the county, not private parties. Wrongful detention may give rise to Bane Act claims under Civil Code Β§52.1.
