California civil law also provides self-help: Civil Code 833-834 allows a neighbor to trim branches and roots that cross their property line without the planting owners permission, as long as the plant itself is not killed. For disputes, Orange County small claims court handles property damage up to 12,500 dollars. Persistent failure to contain a running bamboo stand can escalate to a Notice and Order and administrative citations of 100 to 500 dollars per violation.
