Unlike some California cities that have enacted bamboo-specific ordinances, unincorporated Riverside County does not have a standalone bamboo restriction. However, property owners who plant running (monopodial) bamboo species — such as Phyllostachys aurea (golden bamboo) or Phyllostachys nigra (black bamboo) — that spread via underground rhizomes onto neighboring properties face potential enforcement under Riverside County Ordinance No. 725 (Public Nuisance) and California Civil Code §3479, which defines a nuisance as anything injurious to health or offensive to the senses that obstructs free use of property. The County's Guide to California Friendly Landscaping (adopted under Ordinance No. 859) emphasizes drought-tolerant, non-invasive species and discourages plantings that require excessive water or create maintenance problems. The California Invasive Plant Council (Cal-IPC) rates several bamboo species as having moderate invasive potential.
