Statewide, California Air Resources Board rules adopted under AB 1346 require that all new small off-road engines (including most handheld and walk-behind gas blowers) sold in California be zero-emission starting January 1, 2024; existing equipment may continue to be used, but new purchases must be electric. Murrieta Code Enforcement can issue administrative citations under MMC Chapter 1.20 starting at $100 for hours violations.
