Philadelphia County, PA Invasive Plant Rules: Bamboo Restrictions (2026)

While many municipalities in the Philadelphia suburbs (Lower Merion, Marple, Swarthmore, Upper Darby, Radnor) have enacted specific bamboo bans or restrictions, the City of Philadelphia itself does not have a standalone bamboo ordinance. Running bamboo that spreads to neighboring properties through underground rhizomes can be addressed under several legal frameworks: Pennsylvania common law nuisance doctrines allow affected neighbors to sue for damages and injunctive relief; the Philadelphia Property Maintenance Code can address bamboo that creates blight, obstructs sidewalks, or constitutes a nuisance condition; and general trespass law applies when bamboo rhizomes invade a neighbor's property. Property owners who plant running bamboo should install root barriers to prevent spread. Clumping bamboo varieties that do not spread aggressively are generally not problematic. Given the trend of bamboo regulation in surrounding municipalities, property owners should be aware that Philadelphia may consider future regulations. The Philadelphia Code's landscaping requirements (Title 14, Section 14-705) establish standards for vegetation maintenance in the city.
