Under Phila. Visitor Accommodations law, host-occupied Limited Lodging permits only 3 paid overnight guests at any time regardless of bedroom count. Limited Lodging Operator (whole-home) properties follow the standard formula of 2 guests per bedroom plus 2 additional (e.g., 2-bedroom capped at 6 guests). Maximum total occupancy cannot exceed habitable floor area divisor of 200 sq ft per person. Events and gatherings beyond overnight guests are prohibited at STRs.
