Rensselaer County has no ordinance governing artificial turf. Most towns and the City of Troy treat synthetic turf as a permissive landscaping material in residential yards. However, the Troy Landmarks Review Commission requires a Certificate of Appropriateness for landscaping changes visible from a public right-of-way in the Central Troy Historic District, Washington Park Historic District, and Pottery District; large synthetic-turf front lawns may be rejected as inconsistent with historic character. HOAs (common in Defreestville, Averill Park subdivisions, and newer East Greenbush developments) often ban synthetic turf in covenants. From a stormwater-management perspective, Troy Code Ch. 268 (Stormwater) and the NYS SPDES MS4 general permit require pervious installation or equivalent runoff mitigation for projects disturbing over 1 acre. Lead content in infill is regulated by NYS DEC guidance.
No standing county/town penalties. Historic district violation: Landmarks Commission enforcement, removal order plus up to $1,000 fine. Stormwater MS4 violation: NYS DEC fines up to $37,500 per day for large projects.
