Because artificial turf needs no irrigation, it is unaffected by the State Water Board's outdoor-watering restrictions, which makes it attractive in this dry, drought-prone region.
No county penalty exists for installing artificial turf as such. Enforcement would only arise from a related violation - for example, unpermitted grading, or a drainage condition affecting a neighbor that becomes a nuisance under County Code Chapter 1.18. HOA attempts to prohibit water-conserving artificial turf can be challenged under Civil Code 4735. Verify any subdivision or area-plan design standards before installing.
