Installing turf inside a mapped Habitat Conservation Area (ZDO 706), Water Quality Resource Area (ZDO 709), or stream buffer is restricted because those areas must retain natural vegetation. For an ordinary lawn replacement outside protected zones, homeowners generally may install artificial turf without a county permit. Check any HOA rules separately.
