North Richland Hills allows artificial turf as an approved ground cover in residential districts under its landscape provisions. The city does not require a building permit for ground-level turf installation in existing yards, but the material must meet quality standards: polyethylene or nylon fibers with at least an 8-year UV warranty, infill of silica sand or approved rubber, and a permeable backing that allows rainwater to drain rather than pond or flood neighboring properties. Turf must be installed over a proper base of compacted decomposed granite or similar to prevent sinking, and seams must be glued or stitched rather than simply staked. HOAs in NRH subdivisions are limited by Texas Property Code 202.007 in their ability to categorically prohibit drought-resistant landscaping, and most HOAs now permit synthetic turf in back yards with aesthetic standards; front-yard turf may still face HOA restrictions on color, pile height, and percentage of lot coverage. Indoor-outdoor carpet, painted concrete, and artificial turf over impermeable plastic are not acceptable substitutes. Turf used in sports fields, commercial installations, or multifamily projects may require site plan review through NRH Planning.
