Arizona is broadly a "right to xeriscape" state, so drought-tolerant and desert landscaping also cannot be flatly banned.
An HOA that flatly bans compliant artificial turf violates A.R.S. 33-1819 and can be challenged; the county sets no separate turf penalty.
