Civil Code section 4735 similarly bars HOAs from banning artificial turf. Local agencies may still impose reasonable design and quality standards but cannot prohibit installation outright. Cities also may not require live grass to satisfy landscape ordinances on these parcels.
Local bans on artificial turf at single-family homes are unenforceable; HOA fines for compliant installations are void under Civil Code 4735.
