Utah County cities permit artificial turf as a water-efficient alternative. Provo and Orem require proper drainage and limit turf in front yards to a percentage of landscaped area; HOAs cannot ban it outright under UT Β§57-8a-231.
Utah Code Β§57-8a-231 protects artificial turf installations against HOA bans when used as water-wise landscaping. Provo Code Β§16.16 and Orem City Code Β§22-14 allow synthetic turf with a permeable base (minimum 3-4 inches of crushed gravel), a weed barrier, and drainage that does not discharge onto neighboring lots or into storm drains per Utah Code Β§19-5 stormwater rules. New Provo construction limits front-yard turf (natural or artificial) to around 35% of the landscaped area; Orem's 2023 water-wise ordinance is similar. Quality matters β products must meet minimum pile height and UV stability; cheap turf can reach 150-170 F in direct Utah Valley summer sun, creating heat-island and pet-safety issues. Infill material (crumb rubber vs. sand) is not strictly regulated but SBR rubber is discouraged near waterways. Residential turf replacement generally does not require a permit unless grading exceeds 50 cubic yards (IRC R401.1).
Drainage non-compliance: correction required. Exceeding turf percentage in new construction: permit hold in Provo/Orem. HOA fines unenforceable under UT Β§57-8a-231. No civil penalty for existing residential turf installations.
