Bellaire, TX Landscaping Rules: Composting (2026)

Bellaire's Code of Ordinances does not specifically regulate backyard composting, but residential composting is permitted as long as it does not create a public nuisance. Chapter 62 (Solid Waste) and the city's property maintenance provisions set general standards for waste management on residential properties. Compost bins and piles should be located in rear yards, maintained in enclosed or semi-enclosed containers, and managed to prevent odors, rodent attraction, and insect infestations. Composting of yard waste including grass clippings, leaves, and small branches is generally acceptable. Meat, dairy, and cooked food scraps should be avoided in open compost systems due to vermin attraction. The city does not limit the number or size of compost bins but they should not encroach on setback areas or create visual blight visible from public rights-of-way. Bellaire's curbside yard waste collection program provides an alternative for organic material disposal. Worm bins (vermicomposting) are permitted indoors and outdoors.
