York County promotes composting through the York County Solid Waste Authority (YCSWA), which runs the county's Act 101 solid-waste and recycling program. YCSWA encourages residents to keep grass clippings and leaves out of the trash by mulch-mowing, backyard composting, and using clippings as garden mulch, and it operates a Yard Waste Facility and small-load drop-off at the York County Resource Recovery Center for tree trimmings, brush, and leaves. Backyard composting is legal and encouraged countywide. There is no county ordinance restricting a home compost pile, but it must not become a nuisance under your borough or township property-maintenance code, meaning it should not attract vermin, produce strong odors, or accumulate uncontained garbage.
