Residential backyard composting is generally allowed statewide and needs no state permit. Passaic County operates through its solid-waste and recycling planning, but does not set rules for a homeowner's compost pile. Municipalities may impose setbacks from property lines, require enclosed or rodent-resistant bins, or act on odor/vermin complaints under their property-maintenance or nuisance ordinances. Large-scale or commercial composting facilities are separately regulated by NJDEP. For a home pile, check your borough, township or city code for placement and bin requirements.
