In unincorporated Spartanburg County, grass and weeds over 18 inches violate the International Property Maintenance Code, enforced by Environmental Enforcement. Inside the City of Spartanburg the limit is lower, 12 inches.
Spartanburg County adopted the International Property Maintenance Code (SCC 10-161) and amended IPMC Section 302.4 to insert an 18-inch grass and weed limit (SCC 10-162). Environmental Enforcement handles overgrowth on unincorporated properties. The City of Spartanburg sets a stricter 12-inch standard under its nuisance code (Sec. 20-29) for weeds, brush, undergrowth or debris. Which rule applies depends on whether your lot is inside city limits or in the unincorporated county. Some rural, historically unzoned areas still fall under the countywide property-maintenance code.
County IPMC violation is a civil infraction; failure to correct after written notice can be fined up to $2,000, each day a separate offense (SCC 10-162).
