LAMC 12.26 K and nuisance abatement codes require property owners to maintain vegetation and prevent overgrowth that constitutes a fire hazard or public nuisance. In VHFHSZ areas, grass must be kept to 3 inches maximum within 200 feet of structures. Outside fire zones, excessively tall weeds and grass can trigger code enforcement complaints through 311.
LAMC Section 56.08(a) prohibits trees, bushes, grass, and vegetation on any lot from interfering with or obstructing free passage of pedestrians or vehicles on streets and sidewalks. Section 56.08(c) prohibits allowing soil, rubbish, trash, garden refuse, or tree trimmings to remain on any sidewalk, parkway, or street abutting the property. In fire hazard zones, Section 57.322 requires all grass, flammable weeds, and hazardous vegetation to be cut to 3 inches or less within 200 feet of structures. LAMC Section 91.8904 allows the City to abate nuisance conditions including excessive vegetation on vacant property, with costs assessed to the property owner.
Violations of Section 56.08(j) and (k) are subject to infractions under LAMC Section 11.00(m) or Administrative Citation Enforcement. The City may perform abatement on vacant lots and assess costs to the property tax bill under Section 91.8904.
