Every dwelling must have smoke alarms inside each bedroom, in the hallway or area outside sleeping rooms, and on every floor including basements. Under SB 745, any smoke alarm installed or replaced since July 2015 must be powered by a 10-year sealed non-removable lithium battery, except for hard-wired units with battery backup. SB 183 separately requires carbon monoxide alarms in homes with fuel-burning appliances or attached garages. The LA Housing Department (LAHD) inspects rental units through the Systematic Code Enforcement Program and cites landlords for missing or non-compliant alarms.
