Property owners must control weeds and overgrown vegetation under LAMC nuisance abatement provisions. In fire hazard zones, weed abatement is enforced by LAFD with mandatory clearance to 3 inches. Outside fire zones, complaints are handled through code enforcement via 311. The city may abate weeds on non-compliant properties and bill the owner.
LAMC Section 22.325.1 provides a procedure for abatement of public nuisances consisting of weeds, rubbish, or other material dangerous to neighboring property or public health. Section 91.8904 allows the City to contract for removal of debris, excessive vegetation, and nuisance conditions on vacant property, with costs billed to the owner including administrative fees. In fire hazard zones, Section 57.322 requires year-round clearance of hazardous vegetation. Property owners in the VHFHSZ are inspected by LAFD during May and June. Dense native brush, ornamental vegetation, and neglected landscaping are classified as hazardous. Invasive species including fountain grass, pampas grass, giant cane, and oleanders require special attention.
The City may perform abatement and place costs as a special assessment on the property tax bill. LAFD non-compliance carries a $31 inspection fee with a 200% penalty for failure to pay.
