Rainwater collection in Colorado is limited by state water law but allowed for households under HB16-1005 (CRS 37-96.5-103). A single-family home, or a multi-family building with four or fewer units, may use a maximum of two rain barrels holding no more than 110 gallons combined. Water must come from rooftop downspouts and be used outdoors on the same property to water lawns, plants and gardens; it cannot be used for drinking or indoor purposes. Barrels should have a sealable lid and be emptied at least monthly to prevent mosquito breeding. No permit is required. Boulder County adds no stricter countywide rain-barrel rule.
Exceeding the two-barrel or 110-gallon limit, or using captured water for prohibited purposes, violates state water law and can prompt Division of Water Resources enforcement.
