Rules: (a) residence must be a single-family or multifamily dwelling of four or fewer units; (b) precipitation must be collected from the rooftop only; (c) maximum two rain barrels per residence with a combined storage of 110 gallons or less; (d) barrels must have a sealable lid; (e) collected water must be used on the same property for outdoor purposes (lawn, garden) — never for drinking or indoor use. HOAs cannot prohibit rain barrels under HB 16-1005 and Colorado's xeriscape statutes. Longmont's Forestry, Water Conservation and Resource Central programs actively encourage rain barrels and offer workshops via the Keep It Clean Partnership.
Exceeding two barrels or 110 gallons total, using collected water indoors or for drinking, or collecting from surfaces other than the rooftop violates state law (CRS 37-96.5-103) and can trigger enforcement by the Colorado Division of Water Resources. There is no separate Longmont municipal penalty.
