No county penalty applies to a basic non-potable rain barrel. Installing an oversized, elevated, or plumbed-in cistern, or a potable rainwater system, without the required building/plumbing permit is a building-code violation subject to stop-work orders and correction under the County's adopted California Building and Plumbing Codes.
