TX Property Code 202.007 allows HOAs to require screening and placement rules but not prohibit rainwater systems. Health & Safety Code 341.042 allows potable rainwater use with proper treatment. Building permits may be required for systems plumbed into household supply. Financial incentives: state sales tax exemption via Form 01-339.
