Texas encourages rainwater harvesting. Property Code 202.007 limits HOA restrictions on rain barrels, and SAWS offers rebates. Indoor plumbing tie-ins require backflow prevention.
Texas is one of the most rainwater-friendly states in the country. Texas Property Code 202.007 prevents HOAs from outright prohibiting rain barrels or rainwater harvesting systems, though they can require screening and placement consistent with the community's aesthetic. Texas Tax Code 151.355 exempts rainwater harvesting equipment from state sales tax. San Antonio Water System offers generous WaterSaver rebates for residential storage, and Bexar County has a long tradition of household and agricultural rainwater use. Systems that remain outdoors and supply only landscape irrigation generally need no permit. Indoor potable systems must comply with Texas Health and Safety Code 341.042, including backflow prevention and licensed plumber installation, and must be identified as non-public water at the point of connection if used for drinking. Gutter-to-barrel systems can capture over 600 gallons per 1000 square feet of roof per inch of rain. Mosquito screens are required on all tank openings.
