Colorado law lets Adams County residents collect rooftop rainwater in up to two rain barrels with a combined capacity of 110 gallons. It is limited to single-family and small multi-family homes (four units or fewer), and the water may only be used outdoors on the same property.
Under Colorado House Bill 16-1005 (CRS 37-96.5-103), no permit is needed to capture precipitation in rain barrels holding a combined 110 gallons or less. Rain barrels are limited to single-family households and multi-family properties of four or fewer units, and water must be collected from the roof of a building used primarily as a residence. Collected water may be used only for outdoor purposes, such as lawn and garden irrigation, on the property where it was captured. Barrels should have sealable lids for mosquito control. Adams County imposes no additional local rainwater restriction; the state cap is the operative limit.
Exceeding 110 gallons, using collected water indoors, or diverting it off-property falls outside the statutory allowance and can violate Colorado water law administered by the Division of Water Resources.
