Worcester County, MA Landscaping Rules: Rainwater Harvesting (2026)

Rainwater harvesting is fully permitted in Worcester County. Massachusetts does not regulate residential rainwater collection under MGL c. 21G (Water Management Act) or any other state law — unlike Colorado (which restricted until 2016) or Utah. The Worcester DPW Water Operations Division and many Worcester County water departments actively promote rain barrel programs and have offered rebates/discounted rain barrels during MassDEP-declared drought periods. Typical rain barrel installations (55-gallon barrels connected to downspouts) require no building or plumbing permit in the City of Worcester, Fitchburg, Leominster, or elsewhere in Worcester County. Larger cistern systems (over 500-1,000 gallons) or those plumbed into indoor household use may trigger building permit (780 CMR) and plumbing permit (248 CMR Plumbing Code) review. Potable use (drinking water) of collected rainwater requires a NSF-certified treatment system meeting 310 CMR 22.00 (Drinking Water Regulations) and is subject to MA DPH Drinking Water Program oversight. HOAs (common in Worcester County suburbs) may have aesthetic restrictions on visible rain barrel placement but cannot prohibit outright. Connection to household plumbing (for toilet flushing, for example) requires a licensed plumber under MGL c. 142 §3.
