Tree removal permit rules in Navarre, FL — sometimes called heritage tree, protected tree, or street tree ordinances — list which trees require a permit before you can cut them down.
On a lot with an existing single-family or duplex home, Santa Rosa County requires NO tree-removal permit. Florida law also bars any permit or fee when a certified arborist documents a tree poses an unacceptable risk. Development parcels must still permit protected trees.
LDC sec. 4.07.05.A.1 exempts established single-family and duplex home sites from tree-removal permits. This does not extend to agriculturally zoned or silviculture property, and clearing before a home is built requires a building permit or separate clearing permit first. On undeveloped or commercial parcels, listed 'protected trees' (small trees 4-inch DBH, large trees 8-inch DBH, plus Heritage and Champion trees) may not be removed without a permit. Statewide, FS 163.045 preempts all local tree-removal permitting on residential property when an ISA-certified arborist or Florida licensed landscape architect documents the tree is a danger and removal is the only practical mitigation.
