There is no county-wide tree-trimming rule in Chester County. On your own private property you may generally prune trees freely. Trees in the public right-of-way ('shade trees') are governed by municipal shade tree commissions established under Pennsylvania's Borough Code and related municipal codes (historically the Shade Tree Commission Act of 1907). Many Chesco boroughs require a permit before any person may 'plant, remove, mutilate or cut down' or do major pruning of a shade tree in a public area. For a boundary tree shared with a neighbor, you may trim overhanging limbs back to the property line but may not destroy the tree.
Municipal: unpermitted work on a public shade tree can bring fines and an order to replace the tree. Damaging a neighbor's tree can expose you to civil damages.
