Pennsylvania's Vehicle Code, Title 75, sets a uniform statewide definition and removal process for abandoned vehicles, so Chester County does not need a separate rule. Under 75 Pa.C.S. § 102, a vehicle is presumed abandoned when it is inoperable and unattended, remains illegally on a highway or public property for over 48 hours, or sits on private property without the owner's consent for more than 24 hours. Police may authorize removal to a salvor. The presumption is rebuttable and excludes properly marked construction or maintenance vehicles.
Under Title 75, an abandoned vehicle may be removed to a salvor at the owner's expense, and abandoning a vehicle is a summary offense subject to fines and towing/storage costs.
