The St. Clair County Zoning Ordinance regulates land use, setbacks, fences and accessory structures in the unincorporated county but does not impose a private tree-trimming permit or standard. Under long-standing Illinois property law, you may trim branches and roots of a neighbor's tree back to your property line at your own expense, without harming the tree's health. If you live inside a municipality (Belleville, O'Fallon, etc.), that city may regulate trimming of trees in the parkway or public right-of-way through its public-works or forestry department.
