New York leaves tree pruning regulation to municipalities. Most Ulster County towns allow homeowners to trim trees on their own property without a permit, provided the tree survives (harmful topping can be reclassified as removal). Utility pruning along NYSEG and Central Hudson rights-of-way is governed by NY Public Service Commission rules and typically does not require homeowner consent within easements. On state land inside the Catskills Forest Preserve, cutting or pruning trees without DEC authorization is prohibited. Street trees in incorporated villages (e.g., New Paltz, Saugerties) often require permission from a village tree board.
