Federal law (49 USC 47501-47533, FAR Part 150) governs airport noise; cities and counties cannot directly restrict aircraft operations. Phoenix Sky Harbor (PHX) limits maintenance engine runups to designated pads with curfews 10 PM-6 AM under its Part 150 program.
