Scottsdale, AZ Noise Ordinances: Construction Hours (2026)

Section 117.1 of the amended IBC, adopted at City Code § 31-12, restricts all construction and related work, including using manual or power tools or equipment, and vehicles for excavation and material delivery, to specific hours. From April 1 through October 31, § 117.1.1 bars work before 6:00 a.m. or after 7:00 p.m. Monday through Friday, and before 7:00 a.m. or after 7:00 p.m. on Saturday. From November 1 through March 31, § 117.1.2 tightens that window to no work before 7:00 a.m. or after 5:00 p.m. weekdays, and before 8:00 a.m. or after 5:00 p.m. on Saturday.

Section 117.1.3 bars Sunday work entirely unless the applicant demonstrates justifiable cause in writing to the building official, though § 117.1.4 lets homeowners doing general maintenance work Saturday hours on Sunday. The building official may grant a modification for justifiable cause under § 117.2, but only on a written application filed at least 7 days ahead that shows the work must happen outside the normal window, such as a concrete pour during summer heat; the applicant must also notify adjacent property owners in writing and file proof of that notice.

Section 117.2.3 bars any modification granted purely for convenience or lasting more than 30 days without a new application. Separately, § 31-13 (Section 118) requires a Noise Mitigation Plan before permits issue whenever a site sits within 750 feet of a residential occupancy and the noise will likely draw complaints, and § 118.6 confines amplified sound like radios or PA systems to 9:00 a.m.-5:00 p.m. weekdays.
