Manhattan is home to the most concentrated nightlife district in the country, including the Lower East Side, East Village, Meatpacking, Hells Kitchen, and parts of SoHo and TriBeCa. Bars, clubs, cabarets, and live music venues fall under NYC Admin Code 24-231, which specifically addresses Commercial Music. From 10 PM to 7 AM, no sound from a commercial establishment can be plainly audible 15 feet from its property line, and no more than 42 dBA can enter any nearby residence. Subwoofers and bass frequencies are captured by a separate C-weighted standard under 24-231(b) that prohibits low frequency thumping. Venues also need a NYS Liquor Authority license that incorporates compliance with the NYC Noise Code, and many Community Boards condition support on sound mitigation plans such as vestibule doors, window treatments, and bass traps. NYPD and DEP both enforce, and the Office of Nightlife provides mediation. Civil penalties start at 440 dollars for a first offense, 880 dollars for second, and up to 8,000 dollars for chronic violators, which can also jeopardize liquor license renewal.
