Industrial noise is regulated by city zoning-based noise codes, not the county. Toledo Municipal Code 507.14 sets fixed-source limits at the affected property line: light industrial (IL) 70 dbA and general industrial (IG) 75 dbA at any time; commercial zones (CN, CO, CS, CM, CR, CD, IP) 65 dbA at night and 70 dbA daytime. On a boundary between two zones the lower limit governs. Standby emergency equipment must not exceed 75 dbA (507.14(b)). Vibration is separately capped under 507.17. Unincorporated industrial sites fall under township zoning (ORC Ch. 519) and the state disorderly-conduct backstop where no dB rule exists.
Toledo violations are minor misdemeanors, each day a separate offense (TMC 507.99). Facilities may apply for a variance from the Director of Pollution Control (TMC 507.19).
