Connecticut Chapter 442 and DEEP Regulations Section 22a-69 establish statewide decibel limits for industrial, commercial, and residential noise emitters. Municipal noise ordinances must be at least as stringent as the state plan and cannot weaken these standards.
Under CGS Sections 22a-67 through 22a-76, Connecticut DEEP adopted noise control regulations setting maximum sound levels measured at the receiving property line by zone classification. Class C (industrial) emitters generally cannot exceed 70 dBA into Class A (residential) areas during daytime, dropping to 61 dBA at night, with similar tiered limits for commercial-to-residential and industrial-to-commercial transmissions. CGS Section 22a-73 requires any municipal noise control ordinance to be at least as stringent as the state plan. As of July 1, 2022, municipalities no longer need DEEP approval for local ordinances, but the substantive floor remains. Enforcement is primarily local, but DEEP retains authority over major emitters.
