Industrial noise is directly regulated by COMAR 26.02.03.02, which sets a 75 dBA continuous limit measured at the boundary of an industrial zone. When industrial property abuts a residential receiver, the lower residential limit (65 dBA day, 55 dBA night) applies at the residential property line. The Maryland Department of the Environment investigates complaints and may issue compliance orders, install monitoring, or pursue civil penalties. Permits issued under Environment Article 2-301 may include facility-specific noise conditions. Local governments may impose stricter limits but cannot supersede MDE permit terms.
