Hillsborough County Code of Ordinances Chapter 46 (Noise) governs noise in unincorporated areas and imposes daytime and nighttime decibel limits measured at the receiving property line: approximately 60 dBA daytime (7 AM-10 PM) and 55 dBA nighttime in residential receiving zones under Β§46-6. No device-specific ban applies to gas-powered leaf blowers. Florida has no statewide preemption on leaf blowers (unlike California AB 1346 which phased out small gas engines), and the county has not proposed one. The county preempts municipal noise rules only for unincorporated areas; Tampa, Plant City, and Temple Terrace run their own ordinances. Commercial landscape contractors licensed under F.S. 482 (pest-control) or local occupational licenses are still subject to property-line limits. HOAs in Westchase, New Tampa, FishHawk, and similar subdivisions often impose private brand-and-hour rules beyond the county code. Agricultural operations under Florida Right to Farm Act (F.S. 823.14) are exempt from nuisance claims.
