Leaf blower use on Oahu is constrained by state rule HAR 11-46 with fixed daytime windows in or near residential areas.
The City and County of Honolulu does not have a standalone leaf blower chapter. Instead, state rule HAR 11-46 governs. Leaf blower and weedwhacker operation is prohibited outside 8:00 a.m. to 7:00 p.m. Monday through Saturday and 9:00 a.m. to 7:00 p.m. on Sundays and holidays in, or within 100 feet of, residentially zoned areas anywhere on Oahu. The rule applies uniformly from urban Honolulu through Central and Windward Oahu.
Enforcement rests with the State Department of Health, which can issue notices of violation and seek civil penalties for repeated breaches.
