El Paso County has no leaf blower-specific ban. Colorado Springs and unincorporated county areas rely on the general noise ordinance (CSCC Β§9.8.104 in Colorado Springs; El Paso County Noise Resolution) to limit operation during quiet hours. Gas-powered blowers remain widely used across the region, including the Pikes Peak foothills.
El Paso County does not regulate leaf blowers as a specific equipment category. Operation in unincorporated areas is governed by the El Paso County Noise Resolution adopted under C.R.S. Β§25-12-103, which sets residential daytime limits of 55 dB(A) measured at the property line and 50 dB(A) between 7 PM and 7 AM. Colorado Springs City Code Chapter 9.8 (noise ordinance) applies within city limits β residential limit 55 dB(A) from 7 AM to 7 PM and 50 dB(A) overnight. Manitou Springs, Monument, Fountain, and Woodland Park each adopt similar property-line standards. Unlike Boulder or Aspen, no Front Range community in El Paso County has enacted an equipment-level gas blower ban. CDPHE handles air-quality (ozone) concerns at the state level. Pikes Peak-area landscapers commonly use gas blowers for pine needle, cottonwood, and scrub oak cleanup, especially in fall. Users must still avoid creating unreasonable disturbances under C.R.S. Β§18-9-106 (disorderly conduct).
Exceeding noise limits: $150-$500 fine (municipal) or Class 2 petty offense in unincorporated county. Repeat violations may escalate. No leaf-blower-specific penalties.
