Spring Hill, FL Noise Ordinances: Leaf Blower Rules (2026)

Spring Hill is unincorporated; Hernando County rules apply. Hernando County Code Ch. 21, Art. VIII contains no leaf-blower-specific section, no equipment-type ban, and no separate time-of-day window dedicated to power lawn equipment. Sec. 21-136 ('Exceptions to sound level limits') instead bundles leaf blowers, lawn mowers, edgers, chain saws, and similar gas/electric handheld equipment under the 'operation of domestic power tools between 7 a.m. and 9 p.m.' exemption. The effect: power lawn equipment may be operated lawfully 7:00 a.m. to 9:00 p.m. seven days a week; outside that window, the equipment loses the exemption and must satisfy Sec. 21-135's residential 55 dBA night limit at the property line - a threshold most gas blowers (typically 65-75 dBA at 50 feet) cannot meet, effectively making 9 p.m.-7 a.m. blower use a violation. Florida has not preempted local leaf-blower regulation, but Hernando County has not enacted any gas-blower ban, electric-only mandate, or stricter equipment hours. Most Spring Hill subdivisions, however, are subject to HOA covenants (Timber Pines, Silverthorn, Glen Lakes, Wellington at Seven Hills, Hernando Beach, Royal Highlands by Vista) that frequently impose stricter landscape-equipment hours - typically 8 a.m.-7 p.m. weekdays, 9 a.m.-5 p.m. weekends, with some communities banning Sunday landscaping outright. HOA enforcement is independent of the county code.
